for the 2024 Young Scientist Award
The European Advisory Board on Cat Diseases (ABCD) invites applications for the ABCD & Boehringer Ingelheim Young Scientist Award 2024, which aims to reward innovative and outstanding work by promising young professionals in the field of feline infectious diseases and/or applied immunology.
The award consists of a certificate and complimentary attendance to a scientific congress of choice, including travel expenses and accommodation. The choice of the event shall be made in consultation with Boehringer Ingelheim. All reservations will be made by Boehringer Ingelheim in agreement with the laureate.
The award will be presented by the ABCD during the congress of the International Society of Feline Medicine, to be held from 27 to 30 June 2024 on Malta. The winner is expected to give a short presentation or present a poster of his/her findings at this event. The registration, travel expenses and accommodation for the recipient to attend this congress will also be covered by Boehringer Ingelheim.
Candidates should have made an original contribution to the field of feline infectious diseases and/or immunology, which has been published or accepted for publication in a referenced journal or accepted by another assessing body in 2021 or later.
Candidates should be based in Europe, have completed a veterinary or biomedical curriculum, and ideally be under 35 years of age at the time of application.
Applications should be made in English in an electronic format and include a short abstract (max. 500 words) of the work the applicant wishes to submit, as well as a short curriculum vitae and two personal references. Any relevant publications and/or dissertation on the topic should be included. The deadline for submission is 15 March 2024.
The Young Scientist Award was created in 2008 jointly by Boehringer Ingelheim (then Merial) and the ABCD.
The 2023 recipient of the Award was Evelyn Kuhlmeier.

on June 19, 2023, The 7th Plenary Meeting of the Committee on Veterinary Sciences and Reproductive Biology of the Polish Academy of Sciences took place at 11.00 in the Palace of Culture and Science in Warsaw.
The meeting of the Committee was chaired by prof. dr hab. Wojciech Niżański - chairman of the Committee of Veterinary Sciences and Reproductive Biology of the Polish Academy of Sciences (KNiBR PAN).
During the meeting, a plenary lecture entitled "The impact of climate change on the spread of infectious diseases in the natural environment" was presented, by Prof. dr hab. Magdalena Larska, from the National Veterinary Institute-National Research Institute in Puławy.
The agenda of the meeting included a discussion on the following topics:
- Principles of financing basic research on the example of the National Science Centre.
- Discussion of the current state of activities in the field of further development of the Polish Journal of Veterinary Sciences.
- Actions related to the implementation of the road map in the field of activity regarding the extension of the National Smart Specializations to include strictly veterinary sciences, work on separating the field and discipline of veterinary medicine, new composition of the National Scientific Committee and evaluation, and elections to the Scientific Excellence Council.
An extremely interesting element of the program was also a lecture presented by the director of the Białowieża National Park, Dr. hab. Michał Krzysiak entitled: "70 years of breeding bison in situ in the Białowieża Forest, in terms of protecting their health and its impact on the development of the free population" and information on the scientific monograph published under the patronage of KNWiBR PAN entitled: "Compendium of bison health protection".

Ladies and Gentlemen, Members of the Committee of Veterinary Sciences and Reproductive Biology of the Polish Academy of Sciences
The Presidium of the Committee of Veterinary Sciences and Reproductive Biology of the Polish Academy of Sciences prepared and sent to the Minister of Education and Science, Dr. hab. Przemysław Czarnek university prof. a letter to requesting that, following the separation of the field of veterinary sciences from the discipline of veterinary medicine (Regulation of the Minister of Education and Science of October 11, 2022 "On the fields of science and scientific disciplines and artistic disciplines"), there was a change in the weights of the criteria for evaluating the veterinary discipline. The current evaluation criteria for K1, K2, K3 for agricultural sciences are 50, 35 and 15, respectively, while the proposal concerns the change to the weights adopted for the assessment of natural sciences and health sciences of 60, 20 and 20. It should be emphasized that the proposal of the Presidium of the committee gained the full support of the Chairmen of Veterinary Discipline Councils representing all national veterinary centers.

Ladies and Gentlemen, Members of the Committee of Veterinary Sciences and Reproductive Biology of the Polish Academy of Sciences,
The Committee of Veterinary Sciences and Reproductive Biology of the Polish Academy of Sciences, after obtaining information from the 2nd Department of the Polish Academy of Sciences regarding the draft regulation of the Minister of Education and Science amending the regulation on cost-intensity coefficients of February 6, 2023, initiated a dialogue with the national veterinary community. As a result of the activities carried out, the Committee prepared an opinion addressed to prof. Natalia Sobczak, Vice-President of the Polish Academy of Sciences and prof. Krzysztof W. Nowak, Dean of the 2nd Faculty of the Polish Academy of Sciences. In addition, the actions taken by the committee resulted in the preparation of its own position of KNWiBR PAN, which was sent to the Minister of Education and Science, Dr. hab. Przemysław Czarnek, professor of the university. At the same time, in response to our appeal, the Deans of Veterinary Faculties and the Polish National Veterinary Chamber (PNVC) prepared their position. These positions were also addressed directly to Minister Przemysław Czarnek.
The position prepared by the Presidium of the committee was put to a vote in electronic form, obtaining full support, which authorized me to send the above-mentioned position to the Minister of Education and Science.

On February 16, 2023, a meeting of the Presidium of KNWiBR PAN was was took place n the form of an on-line conference using the Meet application.
The subject of the meeting of the Presidium of the committee was the discussion about the draft of the regulation of the Minister of Education and Science amending the regulation on cost-intensity coefficients in order to prepare the opinion of the KNWiBR PAN, at the request of the Vice-President of the Polish Academy of Sciences, Ms. prof. I have a great pleasure to inform you that as a result of our activities of the members of the Committee of Veterinary Sciences and Reproductive Biology of the Polish Academy of Sciences, as well as the position adopted on May 22, 2022 on the development of changes in the possibility of extending the National Smart Specializations (KIS) with topics related to areas in veterinary medicine, the KIS areas adopted for 2023-27 were partially modified to include veterinary topics. The text added to KIS is not long, but it finally takes into account of veterinary area, it is extremely universal and, despite being extremely concise, it contains most of the postulates of our environment, facilitating the argumentation of entering projects into priority research areas.

XVI Congress of the Polish Society of Veterinary Sciences
Ladies and Gentlemen,
We would like to kindly inform that the XVI Congress of the Polish Society of Veterinary Sciences will be held on November 26-27, 2021, organized by the Institute of Veterinary Medicine of the Warsaw University of Life Sciences and the Warsaw Branch of the PTNW.
Due to the uncertain epidemic situation, the event will take place in a hybrid mode (on-line).
The inaugural lecture will be given by prof. dr hab. Jerzy Bralczyk, Polish linguist and normative grammarian, professor of humanities, specialist in the field of media language, advertising and politics.
During the Congress, we plan 17 scientific thematic sessions, which will start with plenary lectures presenting the latest trends in the broadly understood veterinary medicine. They will include achievements in the field of: prevention, diagnosis and control of infectious and non-infectious diseases in animals and humans; new diagnostic techniques; modulation of immune mechanisms; transcriptomics, nutrigenomics, proteomics; the impact of animals and humans on the environment; food hygiene and veterinary public health protection; nutrition and dietetics of animals and humans; history of veterinary medicine and veterinary teaching.

Report on the 3rd Plenary Meeting of the Committee of Veterinary Sciences and Biology of Reproduction of the Polish Academy of Sciences
in the term 2020-2023
on May 25, 2021.
The third meeting of the Committee of Veterinary Sciences and Biology of Reproduction of the Polish Academy of Sciences was held by electronic means of the Teams Office application, on May 25, 2021. The meeting was chaired by prof. dr hab. Wojciech Niżański - chairman of the Committee of Veterinary Sciences and Biology of Reproduction of the Polish Academy of Sciences (KNiBR PAN).
The meeting was preceded by a plenary lecture presented by Dr. Anna Rapacz-Leonard from UWM in Olsztyn, entitled " A new look at the problem of fetal membrane retention in mares ”.
Next, on the agenda of Prof. Zabielski - vice-president of the Polish Academy of Sciences presented information on the principles of selection and the calendar of elections to the Academy of Young Scientists (AMU) and Members of the Polish Academy of Sciences. Concluding his speech, prof. Zabielski asked all the gathered to present such candidates to the AMU and report to the presidium of the KNWiBR.
Then the Chairman of the KNWiBR Prof. Wojciech Niżański presented a report on the implementation of activities related to entrusting the KNW and BR PAN the functions of the National Committee. Prof. Niżański emphasized that several actions had been undertaken, relevant letters were prepared to the authorities of Department II of the Polish Academy of Sciences with the argumentation of actions and confirmation of the cooperation of Department II with international organizations, including ESDAR, EVSSAR and ICPR. On the initiative of prof. Zięcik's argumentation regarding ICPR was received positively and the President of the Polish Academy of Sciences sent a letter to these organizations in the form of letters of intent. Currently, there is a discussion on the signing of the agreement by the presidencies of these organizations.
The next point of the plenary meeting concerned the letter of the Committee of Veterinary Sciences and Biology of Reproduction and of the veterinary environment to the Council of the National Science Center. Prof. Niżański emphasized that in many interviews he obtained the support of numerous organizations and institutions, which suggested drawing the attention of the NCN Council to the very low success of veterinary project applications in all centers representing veterinary centers and the need to undertake joint activities with the NCN in this regard. The proposal to send a letter to the NCN Council was unanimously accepted by the members of the KNWiBR.
Then, as part of further activities of KNWiBR, the principles of evaluation of scientific units were presented, with particular emphasis on legal regulations, the current state and the degree of preparation of scientific units. The members of KNWiBR paid particular attention to the preparation of criterion III, the so-called impact description, which was the subject of extensive discussion gathered.
The next item on the agenda was the report on the current activity of the Society for Reproductive Biology (TBR), presented by Prof. Andrzej Sechman informing at the end of the organization of the 9th congress (congress) of the Society for Reproductive Biology in Poznań, 2-04 September 2021 and presenting the website of the congress.
Then the report on the activities of the Polish Society of Veterinary Sciences was outlined by the president of the society, prof. Jan Twardoń, who presented a short description of the structure and functioning of the scientific society and informed the audience about the appointment of a new editor-in-chief of the journal PTNW - Veterinary Medicine - Prof. dr hab. Krzysztof Szkucik and two deputy editor-in-chief prof. dr hab. Łukasz Adaszek and prof. Marta Kankofer, as well as the new program council. In addition, he informed the audience that the 16th PTNW Congress would be held on November 19-20, 2022, and the form of the meeting would be in a hybrid system.
The last point was different, but due to the lack of votes in the discussion, the Chairman thanked everyone for their participation in the 3rd plenary session of the KNWiBR and ended the meeting informing that the next meeting would be held in a stationary form.

The Committee of Veterinary Sciences and Biology of Reproduction of the Polish Academy of Sciences maintains its opinion on the draft amendment to the regulation on the procedure and detailed rules for obtaining the title of specialist by a veterinarian. The Committee supports the idea of amending the above-mentioned of the regulation, however, believes that the proposed changes to the draft still do not meet the expectations of the veterinary community.
The new project still requires many corrections and modifications, both general and detailed. The draft marginalizes the role of the Veterinary Faculties with regard to the appointment of members of the Specialization Committee. We would like to emphasize that the implementation of the vast majority of specialization training takes place at Faculties of Veterinary Medicine. Their slight influence on the shape of the Specialization Committee will result in the elimination of many outstanding specialists from creating the future of the profession. The professional qualifications criteria for the members of the Specialization Committee are also unclear and should be clarified. The demands for memebership in Specialisation Committee include PhD degree, with no necessity of having title of Vet Specialist. It does not guarantee appropriate professional competences.
The regulation does not mention the Ministry of Science and Higher Education as a partner in the organization of training. We would like to emphasize that specialization training is conducted by scientific and educational units which subordinate to this Ministry on the basis of subsidies directed from tere. In spite of this fact, according the currently proposed regulation, the specialization system falls mainly under the competence of the Ministry of Agriculture.
One of the reasons for the formulation of the current proposal of new regulation was to bring national specializations closer to the system of European specializations. Adding only two new specialisation fields does not fill the list of European specializations in any way.

of the Polish Academy of Sciences
for years 2020-2023
held on May 21, 2020
The first Meeting of the Committee of Veterinary Sciences and Reproductive Biology of the Polish Academy of Sciences for years 2020-2023, in agreement with the Regulation of the Ministry of Science and Higher Education from 27th April 2020, regarding the temporary limitation in functioning of scientific corporations and scientific units of the Polish Academy of Sciences related to the prevention and combating COVID-19 (Journal of Laws of the Republic of Poland 2020, 759), took place by means of electronic communication on May 21, 2020.
The meeting of the Committee was chaired by prof. dr hab. Romuald Zabielski, Vice-President of the Polish Academy of Sciences, recommended by the Dean of the Division II Biological and Agricultural Sciences, pending the elections of the President-Elect and the Presidium Members.
The session of the Committee was held using the Microsoft Teams application. The voting was conducted using the Polish Academy of Sciences electronic voting system.

Ad. 10. Handing over to the President-Elect and Presidium of the Committee tasks suggested by prof. Prof. Romuald Zabielski handed over to the President- Elect and Presidium members of the Committee, the tasks to be carried out in the first 3 months of the committees work and by the end of the 2020.
These were the following tasks:
For the first three months:
1. designation of the committee's website administrator by the President.;
2. launching / updating the committee website (PL, ENG);
3. preparation and approval of the work plan for years 2020-2023;
By the end of 2020:
1. Implementation of the regulations of the scientific committee of the Polish Academy of Sciences.
Prof. Zabielski announced that the template of the regulations will be provided along with the documents of the first meeting of the Committee in years2020-2023.
The tasks (an electronic version of the letter to the President-Elect) to be sent by the secretary of Division II of the Polish Academy of Sciences after the meeting.
Ad. 11. Handing over the chairmanship of the committee session to the President-Elect.
Prof. Romuald Zabielski handed over the chairmanship of the committee session to the President-Elect.
Professor Niżański thanked the members of the Committee for their trust and unanimous election of him as the President. He congratulated at the same time all members of the Committee and members of the Presidium on their election. He thanked the leaving Presidium for the fruitful work in the Committee so far.
The President-Elect presented his vision of the Committee's activities. He drew the attention to the challenges the Committee will be facing in the near future. In the field of substantive activities, Professor’s intention is to engage the Committee in the patronage and co-organization of scientific conferences and publishing in the fields related to veterinary medicine and reproductive biology. In terms of educational activities, emphasis should be put on encouragement to carry out scientific and clinical workshops as well as national and international summer schools. With regard to publishing activities, it is important to maintain the committee's patronage of the Polish Journal of Veterinary Sciences and to consider the cooperation with Reproductive Biology and Journal of Veterinary Research. It is also important to update the Committee's website. The other substantive task of the Committee is to monitor the state of the discipline. It will be accomplished through presentations of individual research teams, presentations of young scientists and recognized authorities during purposely organized meetings. An extremely important part of the Committee's activity is the issuing opinions on environmental legal acts, including those concerning the reform of higher education and updating the list of journals of the Ministry of Science and Higher Education. The President-Elect query the legitimacy of dividing the Committee into sections, and asked to consider for the next meeting, the supplementary addition of 10 people - recognized specialists, as the complement to the current Committee members. In terms of the work plan, he proposed regular meetings every six months and on-line meetings with an emphasis on meetings presenting the work of individual research teams. He recalled that at present, the efforts are underway to transform the Committee into the National Committee, which will be possible after signing the cooperation agreements with European scientific organizations. In conclusion, Prof. Wojciech Niżański expressed that in his opinion the most important and pressing challenges the Committee is currently facing are: 1. Public health security, 2. Climate change and related epidemic and parasitological threats, 3. Negative influence on health, fertility and the threat of extinction for many species and breeds of animals due to human civilization development.
After the speech, there was a short discussion, closed by the President.

The Committee of Veterinary Sciences and Biology of Reproduction of the Polish Academy of Sciences would like to express its critical opinion on the draft amendment to the regulation on the procedure and detailed rules for obtaining the title of specialist by a veterinarian.
The Committee appreciates the importance of this element of postgraduate education in our rofession and supports the idea of amending the the improvement of legal regulations on this field. However, we state that the proposed project does not meet all the current educational trends in veterinary sciences, as well as many expectations of the veterinary community. In our opinion, this project focuses mainly on the administrative problems of the specialization system, but does not refer to the need to update the substantive aspects of the professional specialization.
The Committee also identifies itself with the position of the Polish National Veterinary Chamber (PNVC) as well as Faculties of Veterinary Medicine and believes that a matter of such importance for the veterinary profession should be subject to a broad discussion in veterinary profession community. The current draft contains many controversial regulations that require modification and joint arrangements.
The Committee wish the understanding of the Minister and offers
the experience of its members in further work aiming final formulation of these important regulations.

On July 14th, took place a session of the Presidium of the Committee of Veterinary Sciences and Biology of Reproduction of the Polish Academy of Sciences, during which information about the organization of work, current tasks of the Committee and tasks important to be implemented in the near future were discussed.

Position/opinion regarding statement of Local Ethical Committees
June, 1th, 2020 sent to Ministry of Science and Higher Education
The Committee of Veterinary Sciences and Biology of Reproduction of the Polish Academy of Sciences fully supports the position and request of all Local Ethical Commissions (LKE in polish) for Researchers for Experiments on Animals, expressed in a letter sent on June 1, 2020 to the Minister of Science and Higher Education, Mr. Wojciech Murdzek.
Demands of animal-welfare organizations for the protocols of LKE meetings held in 2020 or and their requests on informations regarding Project on the principles of LKE operation during an epidemic state are in conflict with scientific data protection due to broadly understood intellectual property. The protection of confidential data regarding the methodology and goals of research projects or the procedures carried out in them undergo regulations of copyright of scientific data
Supporting the LKE letter, we take the position that the legal solutions regarding the disclosure of data and the protection of intellectual property of the authors of the applications submitted to the LKE should be established at the level of the Ministry of Science and Higher Education.
We suggest consideration by Ministry, the legal regulations that allow the regular work of Local Ethics Committees and the National Ethics Committee for Researchers for Experiments on Animals. These regulations should be taken out the Administrative Law Code as biotehical commissions are substantive bodies in the field of scientific research, We suggest to equip them with appropriate administrative, legal and financial tools.
